课程简介: Information and communication technology (ICT) now permeates virtually all aspects of our lives. ICT is inextricably linked with our desire for a prosperous and competitive economy, for the preservation of our environment, and for a more democratic, open, inclusive society. Europe is currently facing serious economic, social and environmental challenges. As governments move to face and overcome these challenges, there is a growing expectation from European citizens and businesses for their governments to be more open, flexible and collaborative in their delivery of public services across Europe. e-Government has not only become mainstream in national policies but has also reached beyond national boundaries to become an important enabler to deliver European-wide policy goals across different sectors, from justice to social security, to trading business services and beyond. Mobility in the Single Market can be reinforced by seamless e-Government services for setting up and running of a business and for studying, working, residing and retiring anywhere in the EU. The governments have recognized that better public services need to be delivered with fewer resources, and that the potential of e-Government can be increased by promoting a common culture of collaboration and by improving the conditions for interoperability of our administrations. Such a culture should be underpinned by the principles of Good Administration. The EU public administrations should jointly strive for the above policy priorities, to be achieved by 2015. The presentation will give the overview on the last EU Ministerial decalaration on e-government, that was approved on the occasion of the 5th Ministerial e-Government Conference 2009, Malmö, Sweden.
